What is the Waste Collection Permit Holder Training Programme?

ETS were the first company to develop waste collection permit NWCPO training in 2014 for waste managers on fit and proper persons skills. We have completed training for over 2000 staff in this area and are the industry leaders in all aspects of waste management training in Ireland. All Waste collectors are required to demonstrate fit and proper person qualifications in order to complete a review or make a new applicaton for a waste collection permit. Our one day competent person training programme has been developed in conjunction with NWCPO and was the first programme that CIWM accredited in 2024. Our programme meets the full requirements of the local authorities and fulfils the condition regarding fit and proper person training included in all waste collection permits.

The course provides an overview of the legislative requirements for holding a waste collection permit and provides background on the operation of waste management facilities, the role of regulators and other waste movement regulations. The course covers the main aspects of waste handling and important issues regarding operating a compliant waste collection business. The use of EWC/LOW codes from the list of wastes is dealt with in detail on the course to ensure that all delegates understand the basis of record keeping and annual reporting. During the training the new application and review process is demonstrated in detail along with techniques to amend existing permits to add waste codes, vehicles and destinations. This year we have added material on by products which have become a significant part of construction material movements. The course also includes a detailed review of the NWCPO annual reporting requirements and provides practical examples of how to ensure that data is recorded properly to facilitate accurate reporting. Our courseware is updated every 3 months or when major changes occur in the waste colelction regime. The course is ideal for those who are responsible for compliance and management of the permit

ETS train many hundreds of collectors each year and provide this course on a routine basis throughout the year. Courses are offered at both the Mullingar, Dublin and Cork venues and periodically at regional venues where sufficient interest among groups of collectors warrants these additional events. There is no assessment associated with this course and delegates are provided with a CIWM accreditation certificate which can be used as evidence for NWCPO to demonstrate that the waste collection company has a member of staff that has had the fit and other person training. Sole traders are required to attend the course personally, however other limited companies may send individuals responsible for the management and control of the activity. Larger companies often train more than one individual where they have larger teams working on NWCPO collection permit compliance.

Content

The NWCPO require the permit holder to demonstrate technical knowledge of the activity and complete appropriate training. The Waste Collection Permit Holder Training Programme has been developed by ETS in close collaboration with the NWCPO to meet the training and certification needs of Waste Collectors. It identifies key responsibilities arising from the Waste Management Act and associated regulations and compliance with Permit conditions. It will help you understand the other aspects of waste movement such as hazardous waste movement, export of waste and the basics of waste licenced and waste facility permitted sites. We explain the use of EWC/LOW codes for reporting and step by step go through standard permit conditions so you understand the obligations on your company. An up to date detailed manual is provided for each delegate.

Who is this course for?

Course Delivery

All ETS training courses include comprehensive courseware which include a manual and any other supporting information that’s required during the delivery of the training. Manuals are updated and are always relevant to the course that is being delivered. We design our training so that they not only provide information with powerpoint slides but also comprise group work and individual exercises to allow delegates to get a deeper understanding of the courseware. All our courses are delivered face to face and manuals are printed and provided at the event to ensure every delegate has all of the information they need for future reference and to have a positive high quality training experience with us.

Venues

The course is run at the Mullingar, Dublin and Cork venues on a regular basis. Periodically we also run events at regional centres around the country where there is sufficient demand from waste collectors. This has in the past included Armagh, Donegal, Tullamore, Waterford, Sligo, Limerick & Westport.

Assessment

This course is not subject to assessment at present.
