During 2023 the EPA has developed a new National Decision on End of Waste for the production of recycled aggregates from construction waste https://environmentaltraining.ie/wp-content/uploads/2023/08/End-of-Waste-Criteria-for-Recycled-Aggregates-EoW-N001-2023.pdf.
This decision was issued for public consultation in February and after some minor updates was sent to the European Commission for comment in June. The draft decision has now been reviewed and accepted by the EU commission and will be finalised for release this October.
In preparation for this many companies are beginning to organise themselves to register as producers of End of Waste recycled aggregates. There is a lot to do to get to the point where a company complies fully with the requirements of the decision and ultimately is externally verified as having complied with the standards. Registration for producers will likely open in October 2023.
ETS has developed a training programme designed to take potential applicants through the process of compliance with the decision. This course is just being finalised and takes account of each of the steps needed to achieve compliance with the decision. During the course delegates will be given the opportunity to look at each aspect of the procedures required to develop a management system including key issues such as waste acceptance, processing requirements, sampling and testing and conformance to the decision.

During the course we will also talk about practical and commercial options for sampling, testing, accreditation and equipment suitable to process the construction wastes. This course will be useful in demonstrating that an applicant has carried out appropriate training and have a detailed understanding of the End of Waste decision. Applicant companies are required to demonstrate typical fit and proper person and competence for staff, as well as demonstrating that they have the management systems in place to produce aggregates to the correct standard.
