Module 2:

Regulation of Waste Activities

Module 2 provides a very practical overview of the day-to-day waste management systems used within industry and many aspects of waste regulation management.

Module 2: Regulation of Waste Activities

Module 2 begins by returning in more detail to the Waste Management Act that was introduced during the first module.  Key sections in the Act including those dealing with enforcement, permitting and licencing, waste collection and producer responsibility are examined in detail.   Presently there are around 25 different waste management regulations that form the basis of the systems that we use to manage waste activities on a day-to-day basis.   During the module we explore application processes for licences and permits and help develop an understanding of systems for waste movement including hazardous wastes and the import or export of waste.

The content of the course are as follows:

  • Overview of Waste the concept of Waste Regulation
  • Roles and responsibilities under the Waste Management Act explored through Part 1 of the Act
  • Waste Management Licensing processes and regulations
  • Waste Facility Permit and Certificate of registration regulations
  • Movement of waste regulations including the Waste Collection Permitting Regulations and Movement of Hazardous waste regulations including the Shipment Regulations
  • Food Waste Regulations
  • Environmental levies
  • Producer responsibility (PR) regulations covering all major PR schemes and waste streams
  • Inspection and Enforcement

You will receive a detailed Manual on the day.

A new manual is provided with Module 2 and the remaining courseware is based on that issued in Module 1.  Delegates should remember to bring all of their Module 1 courseware along to the Module 2 event.

Module 2 focuses primarily on Irish Waste Regulations and the courseware issued becomes a useful legal resource when you return to work.  Delegates receive instructions on the course on how to keep their ring binders up to date and stay on top of changes in the legislation.

You are best taking Module 1 & Module 2 together.

The majority of delegates take both Module 1 and Module 2 together as a foundation for a comprehensive understanding of EU and Irish waste legislation.   Although each of the six modules on this course can be taken individually we recommend Module 1 and 2 are taken in that order and together.

The course is kept right up to date and comprehensively reviewed before each delivery to ensure that delegates are getting the most relevant training that can be provided.

Andrew Moag is the course tutor for Module 1.

Andrew has been involved in environmental consulting since the early 1990’s. Within a few years Andrew began to develop new skills as a trainer working within the environmental sector. In 1999 he led the project that created the National Waste Management Training programme for the Irish waste industry. This was the first time that training had been provided in Ireland and the model stepped away from the UK approach of competence measurement and focused on knowledge and underpinning learning.

Andrew remained involved in the development and delivery of training throughout his time with Enviros and when he set up his own practice in 2004, carried on delivering the waste programme for industry and regulators. The past decades have seen the development of many new programmes for both waste professionals and regulators and he is now recognised as one of the leading figures in waste training in Ireland. These have included the NWCPO Fit and Proper person training course and the equivalent training for site facility permit holders.

The course is suitable for a wide range of waste managers and regulators.  Module 1 and 2 when taken together provide the most comprehensive waste management legislation training in Ireland.

The course is suitable for staff starting a new role in either regulation or as a waste manager and is written to ensure that delegates develop a “start to finish” overview of the subject.
