Landfill Management Planning and Development for Waste Facilities

This module focuses on the closure and aftercare of landfill sites and in recent years has also been extended to include a review of the planning system. Planning forms an integral part of the development of new facilities as well as licensing and permitting.

Module 5: Landfill Management Planning and Development for waste facilities

The role of landfill in municipal waste management has changed dramatically since this training course was first designed in 1999.  Now there are only three operational landfill sites serving the entire country landfill management is much more focused on closure, restoration and aftercare for facilities that are no longer operational.  The course has been largely rewritten to re-focus on these aspects of landfill management and expanded to include a topic that has broad based appeal for all new facility development.  Planning represents the primary authorisation required for almost every type of waste facility and waste management professionals need to have an overview of the planning process in order to be able to navigate their way through site development and approval.  Half of this course is dedicated to providing an overview of the planning system covering aspects such as appropriate assessment, environmental impact assessment and the process of applying, granting and appealing approvals.  The course also touches on the subject of retention and retrospective approvals, with specific reference to historical quarrying that took place prior to the development of the modern planning system.  These sites are often reused for waste management applications once the minerals have been extracted.

  • Site Selection, Design and Construction of Landfill Sites.
  • Landfill Site Operation and Management.
  • Leachate and Landfill Gas Management and Control.
  • Landfill Site Closure and Aftercare.
  • Landfill Monitoring, including during the post-closure phase.
  • The planning and permitting system for waste infrastructure facilities in Ireland
  • Making an application for planning permission.
  • Strategic Infrastructure aspects
  • Environmental Impact Assessment (EIA)
  • Appropriate Assessment

Originally Module 5 was a compulsory component of competent persons training but with the reduction in the number of landfills and the popularity of this technology it is now regarded as optional.

This module courseware has been adapted to reflect the changes in the role of landfill and to focus more on restoration and long-term aftercare of these older facilities.  We have also taken the opportunity to incorporate training material on planning.

Billy Moore is the course tutor for Module 5.

Billy has worked in the area of environmental management and engineering for over 47 years. His career has included over 26 years in local government in Ireland where he held a range of posts culminating in Director of Environmental Services and County Engineer. Billy has 30 years experience in solid waste management and has specialised in regional waste planning, technology selection and facility operation and management. In 2003 Billy left the public service and set up BMC as a personal consulting company. He has continued to work in the area of waste and environmental management. He has worked as a Part-Time Inspector for An Bord Pleanala on a number of infrastructure projects.

He has extensive experience overseas, particularly in Eastern Europe/The Balkans, where he carried out project work for international financial institutions such as the World Bank (WB), the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB), etc.  He is an acknowledged lead trainer on programmes such as Site Suitability Assessment (SSA), The National Inspection Programme (NIP), Water Protection, Waste Disposal, Waste Planning and Nutrient Management. Billy has also delivered training on Environmental Impact Assessment (EIA), Strategic Environmental Assessment (SEA), Appropriate Assessment (AA), and Planning for Waste Facilities.
