Module 1: Waste Management Policy & Legislation

Waste management policy and legislation forms the foundation for many of the operational day to day requirements for waste management professionals.  This course outlines the development of European waste management policy from the early stages in the mid 1970s which focused on better landfill disposal and safe transportation through to the present day Circular Economy Action Plan.   The course explores the linkages between environmental policy and environmental legislation that creates the routine systems we use on a daily basis within the waste management industry. During the module we cover a comprehensive overview of all relevant European legislation and move through to an introduction to Irish primary legislation in the form of the Waste Management Acts and the Litter Pollution Act.

The contents of the course are as follows:

  • Background to Waste Policy and Legislation
  • Forms of EU Waste Legislation
  • Key EU legal acts including the Framework Directive
  • The concept of the definition of waste
  • Irish legal process used to create legislation
  • Irish waste policy as presented in the Circular Economy Action Plan
  • Introduction to the Waste Management Act, an overview of the main act
  • Circular Economy and Miscellaneous Provisions Act 2022
  • Irish Waste Framework Regulations 2011-2020
  • Overview of the Litter Pollution Act 1997-2022

You will receive a detailed Manual on the day.

The courseware provided with Module 1 includes two ring binders covering the main elements of European legislation and a comprehensive copy of all relevant Irish waste regulations and a copy of the consolidated Waste Management Act.

This ring binder of Irish Waste Regulations and the consolidated Waste Management Act are used extensively in Module 2 that follows on from Module 1.  Everyone attending Module 2 should bring with them the courseware they received when they completed Module 1.  For those only completing Module 2; additional Module 1 courseware will be provided.

You are best taking Module 1 & Module 2 together

The majority of delegates take both Module 1 and Module 2 together as a foundation for a comprehensive understanding of EU and Irish waste legislation.   Although each of the six modules on this course can be taken individually we recommend Module 1 and 2 are taken in that order and together.

The course is kept right up to date and comprehensively reviewed before each delivery to ensure that delegates are getting the most relevant training that can be provided.

Andrew Moag is the course tutor for Module 1.

Andrew has been involved in environmental consulting since the early 1990’s. Within a few years Andrew began to develop new skills as a trainer working within the environmental sector. In 1999 he led the project that created the National Waste Management Training programme for the Irish waste industry. This was the first time that training had been provided in Ireland and the model stepped away from the UK approach of competence measurement and focused on knowledge and underpinning learning.

Andrew remained involved in the development and delivery of training throughout his time with Enviros and when he set up his own practice in 2004, carried on delivering the waste programme for industry and regulators. The past decades have seen the development of many new programmes for both waste professionals and regulators and he is now recognised as one of the leading figures in waste training in Ireland. These have included the NWCPO Fit and Proper person training course and the equivalent training for site facility permit holders.

The course is suitable for a wide range of waste managers and regulators.  Module 1 and 2 when taken together provide the most comprehensive waste management legislation training in Ireland.

The course is suitable for staff starting a new role in either regulation or as a waste manager and is written to ensure that delegates develop a “start to finish” overview of the subject.
